Former Duxbury Police Chief Mark DeLuca filed a lawsuit in federal district court on Friday against the Town of Duxbury, Town Manager Richard MacDonald and former chairwoman of the Board of Selectmen Elizabeth Sullivan claiming a violation of his First Amendment rights.
